Bullying (Man's inhumanity to man)

The reason society cannot put an end to bullying because can be cruel or sometimes a teacher doesn't want to punish someone for doing something to somebody that is so little, but they have to know it can escalate into a major problem if you don't act quick. I think this relates to the wave because one kid named Brian made fun of Robert Billings, then soon everyone started to give him a hard time and earlier when it was a small problem, Mr. Ross ( S.S teacher) saw it and said "Stop it" instead of "Never do it again or detention!"
